Excellency the President of the Regional Assembly,
Delegate of the Government,
Lord Mayor of Ceuta,
Distinguished and Illustrious Authorities
Ladies and Gentlemen.
No doubt that Today is emotive.
As we celebrate, for what it represents, and as evidenced in the form of collective recognition.
A timely event in our calendar, however, has no vocation to become a mere tradition.
We are not here by tradition, but by commitment.
Commitment to Region of Murcia, whose defining element is not geographical or landscape, or political or administrative, but human.
We are here, therefore, to vindicate the efforts of one million four hundred thousand people daily, hold the pulse of a society that does not know the word resignation, or discouragement.
A society that gets up every day determined to improve a little more and does so from clear principles and inalienable, in which concepts such as solidarity, generosity, dedication, honesty, honesty, justice, equal opportunities and integration form the basis of our model of coexistence.
Not aware of a different stock, nor are we ready for a different semantics, because living is not cohabit.
Cohabitation is more than just a passive exercise tolerance.
The coexistence, however, requires daily effort required to look to another and make their own needs, to make them joint project in shared concern.
Cohabitation is inclusive, constructive.
Cohabitation, in short, is much more demanding, because it preserves core values, because they assert themselves at the expense of accurate one, it does not exclude or marginalize.
Because it does not fit citizens first and second.
Because inevitably look to the future, as expressed in his book "The poor man," the Italian-Argentine philosopher José Ingenieros, for whom:
"Men and people living declining remembering where they come from, men great and strong people only need to know where to go."
And this, indeed, dear friends, is what we celebrate today.
The illusion of a people of a region, its people, who know exactly what they are, and where they go.
Understand our Statute of Autonomy would otherwise be a mistake.
A statute is but an instrument, a tool that allows us to work side by side, together, in the right direction.
Is not an end in itself, nor is the policy, nor are the institutions.
I think, honestly, if something we can boast, collectively, is precisely not to have lost that vision, and you have one of our best hallmarks.
We also know, as I said Jacinto Benavente, one thing is to continue to repeat history over and over.
But we could add that the best antidote to avoid repeating history is not tempted to reinvent it.
So it is good to remember that was also a June 9, 1976, when it enacted the Law of Associations, which legalized the creation of political parties in Spain.
And soon after, 30 years ago, on a consensus, agreeing were the pillars that would be the consideration of all the Spanish, in the form of referendum to approve the current Spanish Constitution, which was ratified with 87% of the votes cast.
The first sentences of the preamble, ie, the first thing the parents of the Constitution written on it and the first thing that we all approve, said:
"The Spanish Nation, desiring to establish justice, freedom and security and promote the good of all its members, in exercise of its sovereignty, proclaims its will to: guarantee democratic coexistence within the Constitution and laws under a just economic and social order "
Our Constitution begins, then, speaking of ideals, and article one, in his first article, in addition, advocates freedom, justice, equality and political pluralism are "higher values of the legal system, ie no law can break these principles, nor to attack or undermine them simply because they are supporting and ensuring a model of coexistence based on equitable economic and social order.
Today, we commemorate 26 years of our Statute of Autonomy, is a magnificent opportunity to proclaim precisely the validity, the validity and the necessary defense of our Constitution and civic denounce and combat, but strongly, attitudes, behaviors, the harangues that encourage confrontation and divisive views of state autonomy transmuting independence, and forgetting the necessary cohesion and territorial organization as if it were the State of Autarchies, which everyone should pursue their own interests, forgetting next door.
For years, surpassed in the premise of economics Adam Smith, who advocated that "society benefits from the sum of self-interest and individual benefits."
We know that it is not.
We know that mechanisms are needed correction, because that kind of society makes the strong stronger, and leaves out of the system to the poor.
In contrast, interestingly, from a few instances would seem to fuel this message, applied to issues such as fiscal policy and financial or patrimonial resources that are exclusive, however, State property.
Adam Smith does not fit in the Spanish Constitution.
Spain therefore can not be built based on the sum of 17 interests, and who creates it and is a fool, a blind, or reckless.
So it is good to preserve, for example, the virtues of the current regional financing system, which has proved an invaluable tool for leveling and territorial cohesion.
Since the Government of the Region of Murcia we reaffirm the spirit of the system, solidarity, pure essence of our rule of law, and the indicators that shape the distributive architecture, and allow resources dosing requirements under citizens, who are taxed and enjoy the services.
We reject the Spain of the territories and strongly vindicate the Spain of the free and equal citizens.
The Spain of where everyone fits all, the very essence of Spain.
What can we do?
You have chosen a president who's idea of Spain is consubstantial to his own being, as well I think happens to the whole of the Region of Murcia and those in it are meant, in a special way, within the most diverse professional fields .
People and institutions that now offer our gratitude in the form of four Gold Medals and three Distinguished Service Degrees.
Awards granted in the case of Medals, Don Antonio Pérez Crespo, Mr. Asensio Sáez García and Manuel Muñoz Barberán, both posthumously, and the Hospital Universitario 'Virgen de la Arrixaca', while the Diplomas have been awarded to Real Murcia football club in its centenary year, the College of Industrial Engineers and the Association of Industrial Engineers.
It is fair to value and properly acknowledge the work done on behalf of the Region of Murcia by people and institutions mentioned, is also very helpful as the example offered to us through their daily work.
In Antonio Pérez Crespo is rewarded not only those who, between 1978 and 1979, he served as first president of the Regional Council's predecessor body autonomous government, but above all, a political race whose breadth of vision, the spirit of integration and moderate spirit, both because the agreement did preside over the implementation of regional institutions in the Region of Murcia.
It also recognizes the journalist and intellectual, author of a huge literary work in which so successfully evokes our customs, the origin and essence of our way of being as Murcia, in his capacity as Official Chronicler of the Region Murcia.
Cultural work which has many points of coincidence with the one developed by the late Asensio Sáez García, a key figure in the creation and dissemination of the International Festival of Cante de las Minas de La Unión, his place of birth, and both their stories also inspired literary.
Poet, painter and member of the Academia Alfonso X el Sabio, his death leaves a huge void in the regional culture.
Identical adjectives could be applied to the sadly departed Barberán Manuel Munoz, a painter of exquisite taste and technique.
A versatile creator who has given so much good name to the region through his paintings, also author of a substantial written work, and also a member of the Academia Alfonso X el Sabio and the Fine Arts in Santa Maria de la Arrixaca of which was one of its founders.
In his paintings, Muñoz Barberán, primarily a study of the classics, dealt with the same brightness from the landscapes of his native Lorca and the rest of the region by genre scenes and portraits, paintings in addition to its well-known civil-themed murals and religious.
Manuel Muñoz Barberán defined more as "a writer who paints" than as "a painter who writes."
So true is like that his disappearance left a gap in the artistic and literary Murcia very difficult to cover.
The fourth and final gold medal went to the Hospital Universitario 'Virgen de la Arrixaca' center since it opened in 1975 serving many citizens of our region and that it is a reference to national and international matters requiring highly specialized, such as transplants, as well as being a most suitable facilities for teacher training of our medical students.
A medal that in justice, it is shared so the hundreds of professionals in all these years, have given and continue to make the best of themselves, each from the scope of responsibilities entrusted to it.
In its centenary year, Real Murcia Football Club has been awarded his long career, being a major sporting banners of our region, with the Distinguished Service Diploma.
While the season has not been finally paid off, with the remaining First Division team, the club 'grana' has the massive support of his fans and official institutions to star in his long-awaited return next season with the big teams Spanish League, including history and will always be in their own right.
The other two Diplomas have been awarded the College of Industrial Engineers in the Region of Murcia and the Association of Industrial Engineers of the Region of Murcia, trails institutions that for decades have been the guarantors of the prestige and efficiency with professionals in their respective sectors have carried out their work activities on land Murcia.
Industrial engineers and industrial technical engineers who provide an important contribution to regional society in virtually every area of production, and whose actions are essential for economic growth of our region in recent years, resulting in further progress and improvement the lives of its citizens.
And it is within their respective colleges where these professionals are, at the same time, instruments for training, job search, counseling, and even participation in cultural activities or sporting nature.
Go, therefore, my congratulations and expressing appreciation to the Region of Murcia, to each and every one of the winning individuals and entities with a special remembrance of those absent today, however, have left us forever, their best from the immortality of his works.
For them, our grateful memory and their families our deep affection.
I want to note, also, our thanks to this wonderful town, nestled in the heart of the Vega Media del Segura, which our host of so splendid.

And to all you who are here, representatives of Murcia society as a whole, with my appreciation for your participation in this official act, I ask you to continue, as usual, drawing with his effort an area of prosperity and economic and social growth of this region, our own, it is not possessive sense, but moving, always looking for what unites us, and making it cohesive element.
A scenario that, despite the uncertainties of the moment, is increasingly composed of more elements that allow us to trust without hesitation in the future.
Among them, of course, now it should be noted as relevant infrastructure and we have been working for so long, as the new international airport, as we consider final approval undoubtedly great news.
