The City of Ceuta community consultation involved in European cultural industries (21/07/2010)

The City Ceuta and its regional partners have participated CHORD with a common position in a consultation on Cultural and Creative Industries conducted by the Committee of Regions.

CHORD project (Cultural Heritage: Exploiting the Opportunities for Rural Development), funded by the European Regional Development Fund through the European Programme MED, aims to develop a common and sustainable approach to exploit the tourism sector through the creation of innovative cultural services.

The project, comprising a total of nine partners from several European countries (Italy, France, Greece and Spain, including the City of Ceuta), commenced on 1 April 2009.

Since then the city of Ceuta has undertaken the following actions:

Project Presentation TURISMUR CHORD in 2010.

Ceutí pilot actions, setting up new experiences for the public, in a single day could visit the Museum 7 Fireplaces with actors who moved 100 years in time, guided cycling in the open air museum, workshops for children in the Museo Antonio Campillo and activities in the craft market.

After the summer to implement new initiatives.

Study conduct Cultural Heritage Ceutí including SWOT analysis, identification of poles with which to group activities to address different audiences and examples of good practice from which to learn.

Establishing new links with the town twinning Downpatrick Northern Ireland to create networks of twinned towns along with other project partners CHORD and create long-term paternariados contribute to the international promotion of the various territories.

Organization of seminars with different local actors to involve in the implementation of pilot projects to promote tourism in Ceuta.

Participation in the consultation on Cultural and Creative Industries conducted by the Committee of Regions:

Within the context of EU efforts to foster the right environment for cultural and creative industries contribute to smart growth, sustainable and inclusive, the Committee of Regions is preparing an opinion on the Green Paper the European Commission on " Unlocking the potential of cultural and creative industries ", which was approved in December.

The Fundación Comunidad Valenciana - European Region, managing partner of the communication of project results at European level CHORD prepared a common position on the issue after collecting and summarizing the position of members, which was submitted to the rapporteur Mrs. Kováciková, EDUC Commission member of the Committee of Regions.

Cultural and creative industries represent one of the most dynamic economic sectors in Europe, employing more than 5 million people in the EU 27, accounting for 2.6% of EU GDP and growing faster than many other sectors of the economy.

Cultural and creative industries support the social and territorial cohesion and foster creativity and innovation, which has direct benefits on the rest of the economy and society as a whole.

The digitization and globalization open up new market opportunities for creative and cultural industries across Europe, especially for small businesses.

However, these businesses are often obstacles in reaching their full potential.

Cultural and creative industries need a proper business environment that meets the specific needs of creative entrepreneurs.

In view of CHORD partners, governments should include the creative sector in regional development plans, allowing part of the decision process and creating a strategic plan to promote it through action steps, not just aid or subsidies isolated:

Including local and regional heritage in tourism development policies, rural and environmental.

Promoting the value of cultural and natural heritage and ensuring that citizens take an active stance towards it.

Establishing routes, networks and walking routes to promote the cultural heritage.

Cooperating with other institutions and regions in the adoption of measures beyond local borders / regional.

Developing and promoting networks of cities and rural areas with cultural characteristics and / or similar history and promoting the organization of joint cultural activities such as festivals, historical reenactments, etc..

Spreading the culture through the promotion of archives, libraries, local museums, etc.

Creating training and research centers for creative professionals in the region;

Facilitating the creation of private enterprises;

Analyzing existing examples of best practice in Europe and are included in the implementation of the measures taken (for example, the British experience).

Among the activities planned for the future is the national workshop for the presentation of the results of the project to be held in Ceuta in the spring of 2011, and international promotional activities jointly with other partners.
