ANPBA complaint with the CARM the pursuit and capture of "pigs in mud" Los Torraos (21/07/2016)

The National Association for the Protection and Welfare of Animals (ANPBA) has filed a complaint in administrative proceedings before the Directorate General for Agriculture of the CARM by manipulation, persecution and captures who underwent pigs in the event of competition known as "Enjoy pigs in mud" made in ceutí hamlet of Los Torrao on 8 July.

The complaint, signed by the president of ANPBA Alfonso Chilleron are attached three official reports, one of the Council of Europe, and two more of the regional governments of Andalusia and Asturias, to support its allegation that, in those events of persecution and capture pigs, animals suffer profound psychological stress.

As stated in the complaint, "the contestants chase pigs, harass, they throw up, get caught in any way, the rise in the air, the drag ..."

This manipulation of pigs contradicts an opinion of the Council of Europe on "the welfare of pigs," which came into force on June 2, 2005, and Article 6 of which is determined with precision and clarity, pigs' They should not be used in public performances. "

These animals panic with great ease, gripped by anxiety and stress.

All these recommendations are diametrically opposed to a competition event denounced as "Enjoy Marranos in the mud."

Official reports of the Andalusian and Asturian governments are manifested in the same direction about suffering that can be inflicted on these animals if they are used at events or shows as similar to that of "pigs in mud" of Ceuta.

In its complaint, ANPBA has also reviewed the numerous administrative sanctions imposed by the Junta de Castilla y Leon municipalities and even neighborhood associations as a result of administrative complaints filed by ANPBA, town halls and walls Navas (Palencia), El Espinar (Segovia ), Sancti Spiritus (Salamanca);

Chane (Segovia), Baltanás (Palencia), and others, most recently sanctioned the City of El Sahugo (Salamanca), on 22 February 2016 with a fine of 1,500 €, and all of them for events with use and persecution pigs, which have been definitively prohibited.

In its complaint, ANPBA requests the Murcian Government initiating proceedings to determine whether the event "Enjoy pigs in mud" may have violated the welfare of pigs and caused the same suffering, anguish, fear and, ultimately, maltreatment prohibited by current legislation, including Royal Decree 1135/2002 on minimum standards for the protection of pigs and Law 32/2007 which makes it an offense to breach of the rules regarding the care and handling of animals;

and that the alleged responsibilities are determined subject to sanction, if any,.

In addition, we must remember Protocol 33 on Protection of Animals, incorporated into European law with the Treaty of Amsterdam, and ratified by the existing Treaty of Lisbon, states that animals are no longer mere "objects" in Community law, when they had been legally recognized the legal status of "sentient beings" (sentient beings), so that an event such as "Enjoy pigs in mud" is incompatible with all the parameters on the welfare of pigs.
